I. The Talbot County Board of Education believes that the effectiveness of the instructional program is enhanced by well defined student performance objectives, the use of a variety of effective teaching strategies, and various measures of assessment. The Board recognizes that assessments provide much of the information that make the cycle of instruction work. Measures of student achievement help educators ensure that the students are meeting their educational goals.
II. The Board further believes that final examination
s help to bring focus to the essential knowledge and skills specified in courses of study, and closure to a course. They also promote curricular articulation from course to course, measure student achievement and provide principals, School Improvement Teams, and others with an additional means of evaluating the success of the school's instructional program. Final examinations additionally provide a measure of quality control, and respond to the increasing expectations for accountability.
III. Therefore, the Board directs that Talbot County Public Schools move toward the standard practice of administering comprehensive final examinations in high school courses.
