Dr. Sharon Pepukayi, Superintendent of Schools, and the Talbot County Board of Education are pleased to announce new administrative appointments effective July 1, 2024. Dr. Zulieka Jarmon-Horsey has been named Assistant Superintendent of Administrative Services, Systems and Strategies, fulfilling a vacancy resulting from the retirement of Dr. D. Lynne Duncan, after more than 40 years as an educator. Mrs. Robin Werner has been appointed as Director of Teaching and Learning, which is a new leadership position.
Dr. Jarmon-Horsey received a Bachelor of Arts from University of Maryland Eastern Shore, a Master of Education in Guidance and Counseling from Bowie State University, and a Doctor of Education in Educational Leadership from University of Maryland Eastern Shore. She holds a Maryland Advanced Professional Certificate, with endorsements for School Counseling, Supervisor of Guidance, Administration, and Superintendent I/II. Since 2022, she has served as Curriculum Supervisor for Social Studies and Coordinator of Summer Learning for Talbot County Public Schools. She recently completed the Public School Superintendent’s Association of Maryland (PSSAM) Superintendent Academy.
She began her career as a Kindergarten teacher for District of Columbia Public Schools in 1999. She taught First Grade and was Team Coordinator and County Representative for Prince George’s County Public Schools from 2001-2004. She returned to the Eastern Shore in 2004 as a Professional School Counselor for Dorchester County Public Schools, where she subsequently held the roles of Pupil Personnel Specialist, Coordinator of School Counseling, and Supervisor of School Counseling. Her past leadership experience also includes serving as a High School Principal in Delaware.
Mrs. Werner earned a Bachelor of Arts in Education and Bachelor of Science in Biology from West Virginia Wesleyan College, a Master of Education with a Focus in Differentiated Instruction from LaSalle University and School Administration Certification from Salisbury University. She holds Advanced Professional Certificates in Biology and Project Lead the Way Biomedical Science and Administrator Level 1 Certification. She began her career with TCPS at St. Michaels Middle High School in 2008, where she taught Science and Career and Technical Education Courses before becoming Assistant Principal of Easton High School in 2018. Since 2021, Mrs. Werner has served as Curriculum Supervisor, Career and Technical Education, and Coordinator of Instructional Technology, National Board Certification, Student Teaching, Grow Your Own, and Teacher of the Year.
